block vote
   The method of allocating votes at the Labour Annual Conference via which the trade unions have traditionally exercised enormous influence in decisionmaking. In the decades following the introduction of Labour’s 1918 constitution, the block vote enabled unions to cast the whole of their affiliated vote behind a proposal. As the weighting of votes at conference was overwhelmingly to the unions’ advantage, party leaders who courted the backing of the largest unions could often gain acceptance for their proposals. Under the leadership of John Smith (1992–4), it was agreed with the unions that the union weighting should be reduced from 87 per cent to 70 per cent, a figure subsequently reduced to 50 per cent under Tony Blair. There are plans for a further and more drastic reduction in the future. Since the 1990s, rather than casting their votes as a whole, union executives have been expected to consult with their membership and split their vote in proportion to the division of views within the organisation.
